regardless of how slow that particular officer was running they cant expect a civilian to get involved and grab a fleeing suspect, they don't know if she has any weapons, or how she would react and possibly get that innocent bystander hurt. that was just lazy police work being mad he didnt grab her for that mob of slow cops. that girl wasnt even going that fast but they were running like they were warming up😂
