I’ve seen the full video so many times. It is truly heartbreaking. She didn’t realize what was happening and it took a bit for her to bleed out. But the other people probably didn’t realize what was happening as to the extent of it. As soon as she falls to the floor some do go to help her.

The reason they didn’t help is from the bystander effect. When no one helps, this triggers them to not help at all, since no one cares or is brave enough. The only way to break the cycle is if somone steps in first and gets their attention. That is why no one was gonna help the woman, but probs to the guy who went after the guy.
