when you see USA on the package it doesn't mean it was raised here. If it touched in any way like repacked when it comes from China etc its then allowed to have that label applied
We have shops that only sell locally sourced meats. Same in North Carolina. It may cost a bit more for certain cuts and quality. I can buy a whole side of beef, choose the Cuts I want and have the rest turned to hamburger and all individually wrapped for $1300. You can pick the cow in some cases, grass fed or corn fed. Its about 200-250lbs of dressed meat/hamburger.

Those companies control the market because the feds rigged the price of farm products in the 80s , causing farmers to lose their land over taxes. Everyone in Gen.X remembers the Farm Aid concerts. The government caused the crises so those companies like Monsanto and Tyson, Smithfield, could take over. The government wanted it this way so they could control our food supplies and what goes in them.
