if you start from the beginning of the chapter you'll see that Christ separated Himself and the disciples from the multitude. the disciples were being discipled into becoming apostles which would go out and teach the word. that scripture is Him telling His disciples to do that while out teaching the word, if it offends someone and smack you while expounding the word then you should turn the other cheek. it wasn't spoken to the multitude because there is nothing wrong with defending yourself, your family, or others from someone that wants to do harm
