That's your serpentine belt. Probably getting old, dry, and cracked. Time fir a tune up, and possibly a replacement.
Yep. Replace the belt(s).
or your power steering pump is going out and it's putting more resistance on your belt, which is heating it up and making it loose. but yes time to replace the belt and have the pump checked out
