It’s not that stupid. Many mechanics don’t do their jobs like they’re supposed to so people have to come up with ways to keep them honest. When they tell you how much money you have to pay for a job and to replace parts and the labor to do the work are you really sure you always get what you pay for? You don’t know because you can’t watch the work being done. It’s a matter of trust and how much you trust the people that are doing the work otherwise you don’t really know what you’re paying for. So if you want your tires rotated then this is a simple way to insure it gets done. Or try something else that you can come up with that you can check to see if you get what you pay for.

it keeps the antifreeze running properly though the tires to prevent flat tires and blow outs

I put the date it was changed then wrap a single layer of packing tape around the filter .

I did not know until today that I needed a zip tie on my rim.. or that I could use a piece of stripped wire, fashioned into a loop to catch the opposite, exposed end of the zip tie, to join the two ends together.... and there goes my lunch break...
