well legally they had to make the arrests but he did not get charged or if he did he had the world's worst judge he obviously bought it from a legal shop that had his legal permits and didn't warn him about the implications of owning one or the fact that it's not legal in multiple states which means the shop that sold it was actually the only one who can be arrested or charged
