This cop was fired and the guys family sued him he literally broke his neck. I'm pretty sure there was charges filed against the cop and he was later arrested

Now that is abuse and definately a mockingly horrid intent. It is not tolerable. That agent should face charges. I know that most stories on the news are over dramatized But this is as plain as day. Cruel and unusual treatment really? He should be sued in his personal capacity as he acted outside of his authority. Although because he works for an agency vicarious liability will be stated.
