I don't think he meant to pull the trigger... I mean they tased him and he was still laying on the gun when he fired likely injuring himself in the process. yes he was wrong for resisting and brought it on himself, but in that instance I feel it would have been less lethal had they shot him the arm(s) while laying on him at point blank range instead of using the taser. he would likely still be alive the no officer injured. Emptying 27 rounds between 3 gun on one person needs to end. good or bad too many people dying to guns. even one shot to the head has a higher rate of survival than multiple guns unloading on one person.
