So someone called and said someone looks like they are asleep on a park bench, okay got that so you go and investigate. What are you investigating? What crime was ? Who is the victim? Who was injured by this? When you get there, you tell the person that no crime has been committed and that he was not arrested. So by law, he is not obligated to identify. He is not obligated to help you with your investigation, You do have two eyes and two ears, and a working mind. You are fully aware that nothing illegal or dangerous or evil is going on. So why are you so bent on getting that ID? I get it's a great way to see if someone has a warrant, but if there is no crime, you can't force someone to ID!!! That is the law, the law that falls under the Constitution of the United States of America!!! Which you took an oath to support and uphold. So be a law-abiding peace officer and keep your oath. Stop jamming people up because they don't drop right down and lick your boots. PLEASE.
