anyone who cant tell the difference between dyed water and clear blue water is pretty slow.
Thats to treat the water and helps keep algae down, I know this cuz I live on a big ass lake that we have to treat and has tones of fish. The more u know.

it's a dye meant to help the plants and keep the water clean. Those ponds are aren't for people to swim in. At least you know they are treating the water, that way if you fall in cause you're plastered off your ass, you won't have to worry about a brain eating bacteria entering your body.

I used to have a man made pond in my back yard. we had to put blue dye in like this to manage the algae growth. Otherwise it would overtake the pond and kill the fish. it made it so the light wouldn't reach the bottom and the algae would die off from lack of light.
