An extension of the arms can constitute a football move. by catching the ball then extending the arms and taking 2 steps he fulfilled the requirements necessary. which is why people are saying its a catch. The rule is to secure the ball two feet down and a football move like a step. He catches. He gets two feet down. Then before his first step after two feet down, the ball comes out. I think the confusion is that people think his two feet down constitutes a step. He has to make the football move, a step, after the two feet are down.
