A person with such atrocious tendencies and behaviors should be completely rehabilitated with a tracking device implanted for the rest of their life to monitor for society protection. Are there personality warning signs that could be tested/processed as teenagers to detect such tendencies and risk factors before they act on them? What rehabilitation is performed and what are the success rates? Don't we need to know what treatments prevent or are successful to be confident they are safe to allow back into society for the safety of the world beyond jail or rehabilitation walls??
